This behavior is the same as Skyrim, but did not happen with some of the older games.

I went back to the instructions on how to mod, and went through the motions of editting the 'ini' files that were labeled as configuration files with the necessary text. Now, I know that mods have worked on this computer in the past, but it broke and the OS reinstalled, so I had to start from scratch.
